ECHA published the 32nd update of the REACH Candidate List on 21 January 2025, adding 5 new Substances of Very High Concern (SVHCs). The added substances include: Perfluamine (EC 206-420-2, CAS 338-83-0) - vPvB; O,O,O-triphenyl phosphorothioate (EC 209-909-9, CAS 597-82-0) - PBT; Octamethyltrisiloxane (EC 203-497-4, CAS 107-51-7) - vPvB; Reaction mass of triphenylthiophosphate and tertiary butylated phenyl derivatives (EC 421-820-9, CAS 192268-65-8) - PBT; and 6-[(C10-C13)-alkyl-(branched, unsaturated)-2,5-dioxopyrrolidin-1-yl]hexanoic acid (EC 701-118-1, CAS 2156592-54-8) - Toxic for reproduction. The Candidate List now includes 247 SVHCs. Companies have immediate communication obligations under Article 33 of REACH for articles containing these substances above 0.1% w/w.
ECHA updated the REACH Candidate List (Article 59) by adding five substances of very high concern (SVHCs) and updating one existing entry (Tris(4-nonylphenyl, branched and linear) phosphite) to reflect endocrine-disrupting properties, including a condition referencing presence of ≥0.1% w/w 4-nonylphenol (branched and linear). Candidate List updates trigger downstream supply-chain obligations for articles and substances/mixtures, including Article 33 communication duties when SVHCs are present in articles above 0.1% w/w and potential Article 7(2) notification obligations for EU producers/importers of articles (within six months of listing).

This Candidate List update triggers downstream REACH SVHC obligations for supply chains, including Article 33 communication duties for SVHCs in articles above 0.1% w/w, potential Article 7(2) notifications for EU producers/importers of articles (where applicable), and Safety Data Sheet (SDS) update expectations for suppliers of listed substances/mixtures. Companies placing articles on the EU market should reassess SVHC content, update customer/consumer communications, and review SCIP-related obligations where relevant.
ECHA Decision D(2023)8585-DC (signed 19 Dec 2023) states ECHA will publish and update the REACH Candidate List of SVHCs on 23 Jan 2024. The decision identifies multiple substances to be included on that date (e.g., 2,4,6-tri-tert-butylphenol; Bumetrizole; oligomerisation and alkylation reaction products of 2-phenylpropene and phenol; and 2-(2H-benzotriazol-2-yl)-4-(1,1,3,3-tetramethylbutyl)phenol), and also updates the existing Candidate List entry for dibutyl phthalate to reflect additional intrinsic properties of concern. Compliance teams should ensure SVHC screening lists and article-level communication/notification processes reflect the updated Candidate List as of 23 Jan 2024 and capture the updated hazard basis for dibutyl phthalate where it affects internal declarations and customer communications.
